This report is presented by Human Rights Observatory of the University of Los Andes (ODH-ULA), the Centre for Human Rights at the Catholic University Andres Bello (CDH-UCAB) and the Commission on Human Rights of the Faculty of Law and Political Sciences of the University of Zulia (LUZ). The report focuses on the restrictions and reprisals against autonomy and academic freedom in the Venezuelan higher education system; issues that were not addressed in the First Cycle on Venezuela and on which no specific recommendations were made. It is divided into the following parts: (i) institutional regulatory framework, (ii) obligations on academic freedom and university autonomy; and (iii) obligations with the fundamental freedoms of professors and students.
